Hunter is:
(a) a modern day Robin Hood in that he steals from those rich in good ideas and gives to the poor (or, at least, those who haven't had time or inclination to commit a little intellectual larceny for themselves);
(b) a reformed petty crook who wants to make good for past deeds by stealing and spreading ideas that can do some good for those who toil in the public arena;
(c) a mascot for the Center for Digital Government in championing the spreading and stealing (as necessary) tidbits that have worked and could work again; and,
(d) the alter ego of a team of researchers and analysts who, if they were blog under their own names, would feel compelled to use full sentences.
